Richard Joseph Davis was born 7 August 1921 in Portsmouth, Va. He graduated from the College of William and Mary and served in the United States Marine Corps. He graduated from the University of Virginia with a law degree. Davis was elected mayor of Portsmouth, chairman of the Virginia Democratic Party and served as lieutenant-governor from 1982-1986.
